Customs, TMPL Complete Factory Acceptance Test for New Scanners, Cargo Tracking System in China

The Nigeria Customs Service (NCS) and Trade Modernisation Project Limited (TMPL) have completed a two-week Factory Acceptance Test (FAT) for newly acquired Non-Intrusive Inspection (NII) equipment and an Electronic Cargo Tracking System (ECTS) in China.
The exercise, led by the Deputy Comptroller-General of Customs in charge of the Information Communication and Technology/Modernisation Department, Oluyomi Adebakin, took place from October 9 to 20, 2026 at the facility of Nuctech Company Limited, the manufacturer of the systems.

The technical assessment involved comprehensive verification of the scanners and the electronic tracking system, which are designed to work together to improve cargo examination and enable real-time monitoring from ports to final destinations.
Speaking during the exercise, DCG Adebakin reaffirmed Comptroller-General of Customs Adewale Adeniyi’s commitment to deploying technology to facilitate trade, optimise revenue generation, and strengthen national security.

She described the FAT as a critical quality-assurance process to ensure that the equipment meets contractual specifications and global operational standards before shipment to Nigeria.
“The Nigeria Customs Service, under the leadership of CGC Adeniyi, is committed to ensuring that we deploy only cutting-edge, fit-for-purpose technology that will fast-track cargo examination, reduce dwell time, and enhance our ability to detect concealments and prohibited items, improve revenue generation, as well as facilitate legitimate trade,” Adebakin said.

The Acting Comptroller of Non-Intrusive Inspection, Deputy Comptroller of Customs Umar Madugu, stated that the deployment of the new scanners and ECTS would reduce the need for 100 per cent physical examination, minimise human contact, curb cargo diversion, and improve operational efficiency across Customs formations.
Representing TMPL, the company’s General Manager, Bamidele Chinedu, described the FAT as a milestone in the implementation of the Trade Modernisation Project, noting that the integration of the scanners and electronic cargo tracking system was central to establishing a transparent, technology-driven Customs system.
Similarly, Niu Chao, Project Manager at Nuctech Company Limited, China, reaffirmed the company’s commitment to providing world-class equipment, technical support, capacity building, and after-sales services.
As part of the exercise, technical experts from the NCS and TMPL also received training in the handling, operation, and maintenance of the scanners and ECTS to support their seamless deployment and long-term sustainability in Nigeria.
