Missing Bag: NCAA Urges Passengers to File PIR Before Leaving Airport

The Nigeria Civil Aviation Authority (NCAA) has urged air passengers whose baggage is missing or short-landed to ensure they fill out a Property Irregularity Report (PIR) before leaving the airport terminal.

NCAA made the call in a post on X (formerly Twitter) on Wednesday, October 7, 2026, stressing that filing the report is essential for the proper tracking and resolution of baggage-related complaints.

The aviation regulatory body warned passengers against leaving the airport without completing the PIR form, noting that failure to do so could create difficulties for both airlines and NCAA Consumer Protection Officers in addressing such complaints.

It stated that passengers should not cite being in a hurry as a reason for failing to file the report, as the PIR forms an important part of the due process for reporting missing baggage.

The Authority explained that without a PIR, tracking a passenger’s complaint can become tedious, making it more difficult to follow up on the whereabouts of the missing baggage and resolve the matter.

It advised passengers to immediately report any baggage that does not arrive with them at their destination and complete the PIR form at the airport terminal.

“Please, fill the PIR form on arrival at any airport terminal, if your bag has not arrived with you,” the Authority urged.
